Eligibility Requirements:
· Children must be 3 or 4 on September 1, 2022.
· Children must live in Oregon.
· Child’s family must have an income that is at or below 200% of the federal poverty level (income maximum does not apply to children in foster care).

Enrollment Process:
Application, Lottery, Registration, Registration Outcome/Placement Decision
1) Submit Application- Enrollment staff process all submitted applications and deem them eligible if they appear to fit the above eligibility requirements or ineligible if they do not.
*Family is notified of having submitted an application via email, “messages” section on parent dashboard and on the dashboard itself.
2) Participate in Lottery- Eligible applications participate in a lottery when spots become available. In the lottery, applications are selected based on our Order of Selection, the family’s listed preschool preferences and the spots we have available at those locations.
*Family is notified of app being eligible or ineligible to participate in the lottery via email, “messages” section on parent dashboard and on the dashboard itself.
3) Lottery Outcomes- Lottery Placement for a specific preschool is offered to children selected during the lottery. Families must accept or decline lottery placement on the parent dashboard within 10 business days of offer. If family accepts, they may begin the Registration process.
Families not offered lottery placement after selection will be placed on a waitlist of their listed preferred preschools.

4) Begin Registration- For families who are offered and have accepted lottery placement, Registration begins in the Registration tab on the parent dashboard.
*Families who accept lottery placement may begin registration right away.
5) Finish Registration- During registration families are asked to supply documents that prove the child’s age, address and family income. Staff will reach out to families who submit registration if we have questions or notice missing documents.
*Families are notified of having finished registration via email, “messages” section on parent dashboard and, for those offered lottery placement, on the dashboard itself.
6) Registration Outcome/Placement Decision- Staff will review registration documents and decide if child is eligible or ineligible for full placement.
*Families found eligible for full placement are notified of registration outcome/ placement decision with a “Welcome to Preschool Promise” message and will be reached out to by their new preschool within 10 business days to arrange a start date and orientation.
*Families found ineligible for full placement are notified of registration outcome/ placement decision with a “Preschool Promise Registration Update: Ineligible” message and may appeal the decision if they disagree or re-apply if their family’s situation changes.
Lottery: Order of Selection
1) Transfer students: Children who are currently enrolled in PSP who wish to transfer to a different PSP program.
2) Conversion students: Children who are currently enrolled with a PSP provider whose family has been paying out of pocket (or by some other means) for care.
3) Siblings of children currently enrolled in PSP.
4) Catchment Area: For some school-based PSP programs, children living within a school or district catchment area.
5) PSP Priority Populations: Children who are a member of one or more of the following Priority Populations identified in our region’s Early Care and Education Sector Plan.
· Children/ families who are emerging language learners
· Children with special needs who have an Individualized Family Service Plan (IFSP)
· Children who live in rural/ geographically isolated communities where there is no PSP.
· Children living in socially complex families, including children of teen parents, parental incarceration or in treatment for substance abuse; parents who have cognitive limitations/intellectual disabilities; student parents.

Preschool Promise is publicly-funded, full-time, high-quality preschool for 3- and 4-year old children (Born September 1, 2022) living in at or below 200% of the poverty level in Oregon. Preschool Promise programs are local and culturally-relevant that take place in a wide variety of settings, including in homes, child care centers, and schools.
